On-Call Services For Sewer Lateral Scope Inspections

Background
The City of Portland, Bureau of Environmental Services is seeking proposals for On-Call Services for Sewer Scope Inspections. The goal is to establish price agreements for various professional services on an as-needed basis. This may include work with short deadlines and expertise currently unavailable in-house. The City intends to award up to three price agreements in this service category, with a maximum individual contract amount of $50,000 over a three-year period.

Work Details
The services required include:

1. Sewer scope inspection services to determine the route, depth, and condition of potential nonconforming sewer (NCS) laterals.

2. Investigate other types of sewer laterals, including conforming sewer connections and stormwater downspout connections.

3. Inspections will begin on private property and end at the connection to the public sewer main or until the camera can be advanced no further due to an obstruction.

4. Deliverables include:
a) Sewer Video Inspections with clear identification and narration;
b) Sewer Line Map showing the route in relation to buildings and property lines;
c) Sewer Line Photos documenting key locations;
d) Sewer Inspection Reports summarizing findings including pipe materials and conditions.

Period of Performance
The contract will commence upon execution and will last for three years. Deliverables should be submitted as individual property inspections are completed on a rolling basis throughout the term of the Task Order.

Place of Performance
Contract performance will primarily take place at the successful Proposer’s facility, with occasional work performed at City facilities or third-party locations as appropriate.
