Background
The Clackamas County Department of Transportation and Development is responsible for maintaining approximately 1,400 miles of County roadways. The agency faces geological challenges such as ground movement, landslides, and pavement distress that pose hazards to the traveling public. To address these urgent issues, the County requires the services of geotechnical engineering consultants to provide rapid response and expertise in mitigating these hazards.
Work Details
The contract involves selecting up to three (3) Geotechnical Engineering consultants to act as 'on-call' or 'as-needed' independent contractors. The selected firms will perform various tasks including:
1) Conducting preliminary site investigations to identify causes of site problems;
2) Performing geotechnical site investigations including groundwater and subsurface profile modeling;
3) Recommending repair/mitigation methods and providing risk analyses;
4) Providing design and analysis for selected alternatives;
5) Creating drawings and specifications for construction remediation;
6) Offering on-site expertise during construction as needed.
Each project will require a specific On-Call Work Task Order due to the unpredictable nature of project scopes.
Period of Performance
The contract term is three years, with work expected to be performed Monday through Friday from 7 AM to 3 PM, unless otherwise approved by the Project Manager.
Place of Performance
Services will be performed within Clackamas County, Oregon.
Bidder Requirements
Quoters must comply with specific insurance requirements including:
- Commercial General Liability of at least $1,000,000 per occurrence;
- Professional Liability of at least $1,000,000 per occurrence;
- Automobile Liability of at least $1,000,000 per occurrence.
Additionally, quotes must include a fee schedule showing hourly rates for key personnel and any miscellaneous costs. Quoters are expected to have no violations of Oregon Tax Laws and must not discriminate in employment practices.
