On-Call Arborist Services

Background
The City of Wilsonville, Oregon is seeking qualified contractors to provide professional arborist services on an on-call basis. This initiative is part of the City's Capital Improvement Program (CIP), which encompasses various infrastructure projects including facilities, parks, and street systems. The goal is to ensure compliance with state and federal laws regarding natural resource assessments and urban forestry services while maintaining the City’s commitment to preserving trees and thoughtfully planned open spaces.

The anticipated fee for this project is expected to be less than $250,000, with contracts valid through June 30, 2026, and options for renewal for up to two additional fiscal years.

Work Details
Contractors will provide a range of arborist services including:
- Tree inventory and evaluation
- Site reconnaissance
- Risk assessment
- Urban forest management
- Tree protection plans and specifications
- Plan review
- Construction monitoring
- Appraisals
- Project scope development for task orders
- Scheduling project meetings
- Preparing progress reports and invoices
- Conducting environmental reviews and documentation
- Providing on-site inspection support.

Services will be performed as needed under individual task orders issued by the City.

Period of Performance
The contract will commence upon execution and is expected to last until June 30, 2026. There is an option for renewal for up to two additional fiscal years.

Place of Performance
Services will be performed within the geographic boundaries of the City of Wilsonville, Oregon.

Bidder Requirements
Proposers must demonstrate that their project team includes an International Society of Arboriculture Certified Arborist and have a minimum of five years’ experience in providing similar professional services. They must meet insurance requirements as specified by the City and have the ability to execute a Service Contract. Proposers with records of substandard workmanship will not be considered.
