On-Call Aerial Pole Services Invitation to Bid

Background
The City of Portland, Oregon, through its Bureau of Transportation (PBOT) and Bureau of Technology Services (BTS), is seeking bids for on-call aerial pole services. This contract aims to provide as-needed repair and maintenance for the City's aerial communications infrastructure over a five-year term, with an estimated annual expenditure of less than $200,000. The City may award multiple price agreements based on this Invitation to Bid (ITB).

Work Details
The contractor will be responsible for providing maintenance and repair services for aerial communications infrastructure. Specific tasks include:

- Adjusting cable sag
- Correcting pole clearance violations
- Tagging cables at each pole
- Bonding attachments
- Replacing damaged cross arms and sections of cable (excluding splicing)
- Placing missing down guys
- Transferring cables to new poles

The contractor must supply work reports for each utility pole serviced, including details such as pole identification and photographs before and after work completion. All work will be performed under the direction of City Project Managers.

Period of Performance
The contract will be executed over a five-year period starting from the effective date of the contract.

Place of Performance
Services will be performed at various locations throughout the City of Portland, Oregon.

Bidder Requirements
Bidders must comply with all requirements set forth in the ITB including submission of signed representations and certifications, a notarized non-collusion affidavit, and a bid schedule. Bidders must also ensure they are familiar with local regulations regarding temporary traffic control when working in public right-of-way areas.
