OLCC Alarm Monitoring

Background
The Oregon Liquor and Cannabis Commission (OLCC) is seeking quotes for the monitoring of their alarm systems located at headquarters in Portland, Oregon, and at the Milport warehouse in Milwaukee, Oregon. The goal of this contract is to ensure continuous surveillance and maintenance of security systems to protect agency assets.

Work Details
The contractor will provide the following services:

1. Real-Time Monitoring: Continuous surveillance of alarms from connected security systems including:
- Fire Alarm Monitoring
- Intrusion Monitoring
- Hold-Up Alarm
- Access Control System (proxy card access)

2. Required Services: Includes card reader repair/replacement/diagnosis.

3. Dispatch Services: Dispatching appropriate personnel to the scene of an alarm.

4. Communication: Providing customer notification and communications with authorities if needed.

5. Technical Support: Assistance regarding technical issues.

6. System Maintenance and Testing:
- Preventative Maintenance: Regular inspections, cleaning, and calibration of alarm system components.
- Testing: Conducting operational tests of fire alarm systems.

7. Repair and Replacement: Addressing faulty or damaged alarm system components as part of warranty.

8. System Updates: Ensuring that the alarm system software is updated to the latest standards.

9. Parts/Materials: To be billed at actual rate.

Period of Performance
Services are to begin upon execution of the contract.

Place of Performance
Services will be performed at OLCC headquarters located at 9079 SE McLoughlin Blvd, Portland, Oregon 97222, and at the Milport warehouse located at 1777 SE Milport Rd, Milwaukee, Oregon 97222.

Bidder Requirements
Interested bidders must attend an in-person facility walk-through on June 24, 2025, at 10:00 AM PST. Bidders must provide warranty information listing what services for normal maintenance and repairs are covered under the warranty.
