OED Workforce Integrated Labor Exchange and Case Mangement Solution

Background
The Oregon Employment Department (OED) is issuing this Request for Proposals (RFP) to procure a single Contractor to implement a modern, integrated, and scalable labor exchange and case management solution.

The OED's mission is to support business and promote employment by providing services that enhance economic stability for Oregonians during unemployment. This includes assisting businesses in recruiting qualified applicants and delivering quality workforce information. This project aims to replace outdated systems that currently hinder efficient service delivery across various employment programs.

Work Details
The Contractor will be responsible for developing, configuring, and deploying a solution that meets the Agency’s detailed business and technical requirements. Key services include:
- Project management
- System design
- Software development and configuration
- Testing
- Training
- Data migration
- Deployment
- Organizational change management
- Ongoing maintenance and support.

The solution must support functionalities such as eligibility determination, service tracking, case notes, and reporting capabilities for federal programs like WIOA Title III and SNAP Employment Training Program (STEP). It should also integrate with existing systems. Specific tasks include project management planning, software component development, data conversion strategies, comprehensive testing protocols, training for staff on the new system functionalities, and ensuring robust security measures are in place.

Period of Performance
The contract duration is negotiable but will likely cover the implementation period plus five years of support after the stabilization or warranty period. The Agency aims to execute the contract early in the third quarter of calendar year 2025.

Place of Performance
The contract will be performed primarily at the Oregon Employment Department's facilities located in Salem, Oregon.
