Nutrition RFP -Congregate Meal Programs

Background
Washington County, Oregon is seeking proposals for a Nutrition RFP - Congregate Meal Programs aimed at providing nutritious meals to older adults in the county. The county has a diverse population of approximately 600,000 residents and aims to serve as many older adults as funding allows. This initiative is part of a broader effort to connect with older adults who may not have previously been served, fostering community engagement and socialization through meal programs.

Work Details
The contractor will provide Older Americans Act (OAA) Congregate Meals and Site Management at least X days per week to individuals aged 60 or older, or under 60 with Alzheimer's or related dementia. Services include:

1. Meal Provision: A variety of hot meal options that meet the nutritional needs of participants.

2. Nutrition Risk Assessment: Initial and annual assessments for each participant.

3. Nutrition Education: Quarterly education sessions on healthy eating.

4. Designated Meal Sites: Management of one or more congregate meal sites that are safe, accessible, and equipped for food preparation and activities.

5. Site Management: Staffing knowledgeable about aging issues, programming that meets client interests, outreach to the community, and compliance with ADA standards.

Period of Performance
The contract will commence on July 1, 2026, with an initial term of one year and options to renew for up to a total of five years.

Place of Performance
Services will be performed at designated congregate meal sites within Washington County, Oregon.

Bidder Requirements
Proposers must demonstrate experience in providing services to older adults and comply with federal and state regulations regarding nutrition standards. They must also provide evidence of insurance coverage as outlined in Attachment C - Insurance Requirements Summary Form.
