Notice of Special Procurement-Amendment #2 API Workforce Management Time and Attendance

Background
The Department of Administrative Services, Procurement Services (DAS PS) is requesting a special procurement on behalf of the Oregon Health Authority (OHA) and the Oregon State Hospital (OSH). The goal is to extend the existing contract with API Healthcare Corporation for workforce management solutions, specifically for time and attendance tracking and staffing/scheduling IT solutions. This extension is necessary due to the critical nature of maintaining appropriate staffing levels in a real-time, 24/7 environment at OSH, which is an acute mental healthcare facility.

Work Details
The contract will cover maintenance, operational support, and system enhancements for the Workforce Management Time and Attendance (TA) and Staffing/Scheduling (SS) IT Solution for OSH. The services include:

1. Extension of existing contract #DASPS-1388-15 with API Healthcare Corporation for one additional year with options for up to four more years.
2. Provision of contract administration throughout the amendment period.
3. Implementation of a Software as a Service (SaaS) cloud-based system that provides real-time staffing information, supports compliance with regulatory requirements, and integrates timekeeping processes to avoid duplication.

Period of Performance
The period of performance for this amendment is from August 26, 2024, to August 25, 2029.

Place of Performance
The services will be performed at the Oregon State Hospital located in Oregon.

Bidder Requirements
There are no specific set-aside certifications or registrations mentioned; however, bidders must demonstrate experience in providing TASS services through an established platform or by deploying a SaaS instance of TASS services software.
