Municipal Court Bailiff and Related Security Services

Background
The City of Bend, Oregon, seeks to contract for Municipal Court bailiff and related security services. The primary goal is to maintain order and safety during court proceedings, ensuring the security of the Judge, court staff, and the public. The Contractor must provide an Oregon certified armed security officer to serve as bailiff during court sessions held every Thursday and every other Tuesday.

Work Details
The Contractor shall provide the following services:
- Maintain order and decorum in court proceedings.
- Enforce courtroom rules and provide security services.
- Respond to emergencies while ensuring safety.
- Familiarize with courtroom layout, exits, AED locations, and emergency resources.
- Establish an exit/evacuation plan for emergencies.
- Provide trained personnel at each court session; if unavailable, supply equally qualified personnel.
- Check in with court staff upon arrival to confirm any special situations or judge-specific issues.
- Ensure compliance with bag and weapon policies, conducting visual checks as defendants arrive.
- Maintain a professional demeanor at all times during sessions.
- Monitor behavior of attendees for suspicious or disruptive actions.
- Document incidents in writing and coordinate with law enforcement as needed.

Period of Performance
The contract will commence upon signing by both parties and is set to expire on June 30, 2027. There is potential for renewal for up to four additional years if agreed upon by both parties.

Place of Performance
Services will be performed at the City Municipal Court located in Bend, Oregon.

Bidder Requirements
The Contractor must be Oregon certified as an armed security officer and comply with all applicable federal, state, and local laws regarding employment practices and nondiscrimination. Additionally, they must provide proof of required insurance coverage including commercial general liability insurance with minimum coverage of $2 million per incident.
