Description

The County is looking for consultant(s) with demonstrated expertise and experience in developing FEMA approved Multijurisdictional Natural Hazard Mitigation Plans (NHMPs) to facilitate the five year review of the existing NHMP, work with jurisdictions in developing their appendices which will be added to the updated NHMP, and provide technical expertise and authoring for the updated NHMP. The expected outcome is a complete review of the 2017 NHMP and development of a new NHMP with annexes that addresses these priorities :

1) Includes updated hazard and risk descriptions and jurisdictional appendices to meet FEMA requirements for NHMPs for all participating jurisdictions. This includes incorporating new sections for wildfire, volcanic ash, dam failure, and possibly other hazards as they are identified .

2) Includes the required elements of a FEMA approved NHMP as described in 44 CFR part 201 and related FEMA policies including but not limited to natural hazard evaluations, risk assessments, and mitigation action plans.

3) Addresses suggested updates and improvements from FEMA's evaluation of the 2017 NHMP found in the 2017 NHMP document in FEMA Local Mitigation Plan Review Tool section.

4) Includes contractor-coordinated and facilitated public engagement meetings and discussions that meet FEMA's suggestion for more meaningful public engagement and participation and provide opportunities for meaningful engagement by the whole community including BIPOC and other marginalized and under-represented populations.

5) Includes a crosswalk analysis of the Washington County NHMP with the Oregon Department of Land Conservation and Development (DLCD) Goal 7 (2020 edition), and with any jurisdiction-specific references (e.g. Washington County's Comprehensive Plan Policy 8.)

The final work product (complete NHMP with jurisdiction specific appendices documents) should be delivered by December 30, 2022.
