Morgue Trailer

Background
The State of Oregon, through the Oregon Department of Emergency Management (OEM), is issuing this Request for Quotes (RFQ) for a Morgue Trailer under its authority set forth in ORS 401.551(3)(d).

OEM coordinates and maintains a statewide emergency services system for emergency and disaster communications, aiming to protect, mitigate, prepare for, respond to, and recover from emergencies or disasters. The contract aims to provide equipment to local governments and other recipients for emergency preparedness through the State Preparedness and Incident Response Equipment (SPIRE) grant program.

Work Details
The contract involves the provision of a Morgue Trailer with the following specifications:
- Size: 17 to 31 foot interior
- Storage type system: specify options such as built-in racks or rolling racks
- Temperature maintenance: must maintain 35ºF (1ºC) in ambient temperatures up to 110ºF (43ºC)
- Generator backup power
- Bumper-pull design suitable for towing with most SUVs or pickup trucks
- Seamless, heavy-duty commercial flooring
- Decedent management features including an easy loading ramp and body lift.

Optional equipment may include motion sensing interior lighting, transfer switches, exterior scene lighting, solar battery chargers, and an electric trailer tongue jack. The quote must include delivery to Multnomah County at 830 N Hayden Meadows Drive, Portland, OR 97217.

Period of Performance
The contract performance period is expected to begin upon award. Delivery of the Morgue Trailer is preferred as soon as possible after May 23, 2025.

Bidder Requirements
Bidders must comply with Oregon tax laws and demonstrate compliance by submitting the Offeror Information and Certification Sheet. They must also provide references from similar projects completed within the last five years. Additionally, bidders are required to have all necessary licenses and insurance coverage including workers' compensation and commercial general liability insurance.
