The State of Oregon, through the Department of Land Conservation and Development (DLCD), is issuing this Request for Proposals (RFP) to support the development of Oregon Administrative Rules (OAR) related to House Bill 2138 (Middle Housing) and House Bill 2258 (Oregon Homes).

Work Details
The contract will involve providing Rulemaking Support Services, which include:

Period of Performance
The initial term of the contract is anticipated to be two years with options to renew for a cumulative maximum of six years.

Place of Performance
The services will be performed primarily in Oregon as required by the DLCD.

Bidder Requirements
Proposers must demonstrate familiarity with Oregon statewide planning goals and statutes applicable to middle housing. They should have completed at least two relevant projects in the last five years and have experience producing Impact Statements. Key personnel must have a minimum of five years’ experience engaging with local governments in Oregon.
