Mass Flow Meters & Controllers, Gas Mixers and Supporting Equipment

Background
The Oregon Department of Environmental Quality (DEQ) is issuing this Request for Quote (RFQ) to establish a contract for the Laboratory and Environmental Assessment Division located in Hillsboro, Oregon. The DEQ's mission is to restore, maintain, and enhance the quality of Oregon's air, land, and water. The agency conducts air quality monitoring activities that provide critical data for understanding environmental conditions and compliance with regulations.

This RFQ aims to procure Mass Flow Meters & Controllers, Gas Mixers, and Supporting Equipment necessary for accurate air quality measurements.

Work Details
The contractor will provide the following products and services:

1. Mass Flow Meters:
- Must be NIST traceable with documentation certifying traceability to a primary standard.
- Flow measurement ranges: 0.125 SLPM to 25 SLPM and 0.010 SLPM to 0.001 SLPM.
- Integrated pressure and temperature measurements.
- Accuracy of flow measurements at 1% of reading or better.
- Battery-powered or portable options available.
- Serial or Bluetooth communication options.

2. Mass Flow Controllers:
- Accuracy of 0.6% of reading or better.
- Control range from 0.0005 SLPM to 0.200 SLPM.
- Serial communications as an option.
- Software controllable.

3. Gas Mixers:
- Stainless steel flow path option.
- Multiple flow configuration options available.
- Remote controllability options included.

4. Services include reliable repair and calibration services for flow standards as specified in the Statement of Work.

Period of Performance
The initial contract term is for two years, with an option to renew for up to a maximum total of ten years.

Place of Performance
The contract will be performed at the DEQ Laboratory and Environmental Assessment Division located at 7202 NE Evergreen Parkway, Suite 150, Hillsboro, OR 97124.

Bidder Requirements
Bidders must demonstrate experience in providing reliable repair and calibration services of flow standards. They must comply with all requirements outlined in the Statement of Work (Section C) and all attachments including insurance requirements as specified in Exhibit B. Additionally, bidders must complete Pay Equity Training as required by ORS 279A.167.
