LTD Long-Range Mobility Plan (TGM 2D-23)

Background
The Oregon Department of Transportation (ODOT) is seeking proposals for the LTD Long-Range Mobility Plan project. This project aims to update the current Long-Range Transit Plan and ensure consistency with state policies and plans, particularly the Oregon Transportation Planning Rules (TPR). The goal is to enhance mobility management frameworks and improve transit services in Lane County, OR.

Work Details
The selected consultant will provide services that include: updating LTD's goals and policies; assessing transit level-of-service; evaluating connections between transit and land use; identifying mobility needs of underserved populations; enhancing coordination with other mobility providers; providing strategic guidance for service improvements; investigating various transit service options; identifying priority enhancements and a 20-year capital needs list.

Specific tasks include conducting public involvement activities, preparing multiple memoranda on planning context, goals, existing conditions, needs assessment, improvement options, funding strategies, and performance measures. Deliverables will also include a Draft Long-Range Mobility Plan (LRMP) and reports on outreach efforts related to underserved populations.

Period of Performance
The work is expected to commence in Spring 2025 and be completed within 16 months following the issuance of the Notice to Proceed (NTP).

Place of Performance
The contract will be performed primarily in Lane County, Oregon.

Bidder Requirements
Proposers must be registered vendors with ODOT and hold a Price Agreement (PA) for A&E related services. A Disadvantaged Business Enterprise (DBE) participation goal of 5% is established for this project. Proposers must have an Oregon-registered Professional Engineer overseeing engineering services. Insurance requirements include professional liability coverage of $1 million per occurrence and $2 million annual aggregate.
