Legal Case, Document, and Contract Management Solutions

Background
The League of Oregon Cities (LOC) is issuing this Request for Proposals (RFP) for Legal Case, Document, and Contract Management Solutions. The LOC serves as the Lead Contracting Agency on behalf of its members and is collaborating with the National Purchasing Partners Government Division (NPPGov). This solicitation aims to create a Master Price Agreement that will facilitate cooperative procurement among governmental units across the United States and Canada, thereby reducing expenses and streamlining the procurement process.

Work Details
Proposers are invited to submit competitive pricing proposals for a comprehensive range of Legal Case, Document, and Contract Management Solutions. The solutions should include:

1) Legal Case, Matter, and Workflow Management - tools for managing legal cases, workflows, task management, calendaring, collaboration, reporting, and integration with other systems;

2) Legal Document and Records Management - secure creation, storage, retrieval, version control, records management, access controls;

3) Additional services or products that enhance the ability of Participating Agencies to access these solutions effectively.

Proposers should provide their entire catalog of products/services responsive to this RFP.

Period of Performance
The Master Price Agreement resulting from this solicitation will be effective for four (4) years from the award date, with an option to extend for an additional one (1) year period.

Place of Performance
The services/products will be provided to Participating Agencies across the United States and Canada.

Bidder Requirements
Proposers must have a strong national presence in providing Legal Case, Document, and Contract Management Solutions. They must comply with all applicable state and local laws where services are provided. Proposers are encouraged to demonstrate their ability to meet Minority and Women-owned Business Enterprises (MWBE) preferences. Additionally, successful Proposers will be required to maintain insurance coverage as specified in the RFP.
