Lane County Afrc Security Gate Enhancements

Background
The State of Oregon, through the Oregon Military Department (OMD), is issuing this Request for Quote (RFQ) to establish a Public Works/Public Improvement Contract for the Lane County AFRC Security Gate Enhancements Project. The goal of this contract is to enhance security measures at the Lane County Armed Forces Reserve Center (LCAFRC) to ensure safety and compliance with applicable regulations.

Work Details
The project includes the following tasks:

1. Installation of a new barrier gate lift arm, which will include a safety eye, down loop, and controller.

2. Maintenance and replacement of existing gate motors, controllers, and actuators at the main gate location, including safety eyes and gate bumper stops as specified in the Site Specific Scope of Work.

All work must comply with current Federal, State, County, and City Codes as detailed in Attachment A - Statement of Work.

Period of Performance
The contract work is expected to commence within 15 calendar days from the issuance of the Notice to Proceed. Substantial completion is required within 120 calendar days from this notice, with final completion due within 150 calendar days.

Place of Performance
The work will be performed at the Lane County Armed Forces Reserve Center located at 3106 Pierce Parkway, Springfield, OR 97477.

Bidder Requirements
Bidders must be registered with the State of Oregon Construction Contractors Board at the time of bid submission. They are required to maintain a public works bond as per ORS 279C.836 and OAR 839-025-0015 unless exempt. Bidders must also comply with Oregon's prevailing wage rates if their bid exceeds $50,000.

Additionally, bidders must provide a Unique Entity Identifier (UEI) number and complete an Excluded Parties List (EPLS) search prior to being awarded a federally funded contract.
