Jail Management System

Background
The Multnomah County Sheriff's Office (MCSO) is issuing this Request for Information (RFI) to identify a Jail Management System (JMS) that best meets the department's needs. MCSO serves a large, diverse urban population and requires a scalable and robust JMS that integrates seamlessly with other public safety, court, and communications systems.

The goal of the contract is to enhance operational efficiency, support compliance, enable accurate documentation of inmate activities, and provide tools for inventory management through a dedicated quartermaster module.

Work Details
The JMS should include core system modules such as:
- Intake (Booking) with mugshot and live scan features
- Inmate Property Tracking
- Facility Count and Movement Tracking
- Inmate Records management including case/charge management
- Inmate Time Calculation
- Classifications
- Inmate Programming/Scheduling
- Housing/Bed/Cell Management
- Medical tracking
- Discipline/Hearings management
- Grievances handling
- Inmate Trust Accounting
- Commissary management
- Visitation tracking including social and remote options
- Release processing support.

The system must also provide on-demand and batch reporting capabilities. Additionally, it should have comprehensive inmate management tools, integration capabilities with existing systems like Versaterm Records Management System, and optional quartermaster functionality for managing staff consumables.

Period of Performance
The RFI was released on February 3, 2025, and responses are due by March 3, 2025.

Place of Performance
The contract will be performed in Multnomah County, Oregon.
