Interstate Bridge Replacement Hayden Island Ground Improvement Test Program

Background
The Interstate Bridge Replacement (IBR) program is a collaborative initiative between the Washington Department of Transportation (WSDOT) and the Oregon Department of Transportation (ODOT). The program aims to enhance the seismic resilience of the I-5 bridges. ODOT is seeking a qualified contractor to conduct ground improvement assessments as part of the IBR Hayden Island Ground Improvement Study. This includes installing, testing, and monitoring various ground improvements. The project is funded through a Bridge Investment Program FY 2022 Planning and Capital Grant FMIS Project Agreement. The study will assess soil stabilization techniques to minimize soil liquefaction, with WSP USA, Inc. providing technical oversight.

Work Details
The contractor will be responsible for:
1. Installing ground improvements including deep soil mixing (DSM), jet grouting, and vibro stone columns (VSC).
2. Conducting testing and monitoring as specified in the plans and specifications.
3. Securing the test site and providing temporary pedestrian and bicycle diversions.
4. Implementing erosion control measures and seeding disturbed areas.
5. Performing additional incidental work as outlined in the specifications and plans.

Period of Performance
The contract period includes substantial completion by December 19, 2025, and final completion by May 15, 2026.

Place of Performance
The work will be performed at Hayden Island as part of the Interstate Bridge Replacement project.

Bidder Requirements
Bidders must demonstrate experience with ground improvement methods specified in this ITB, including employing an Oregon registered Civil Engineer or Geotechnical Engineer with relevant experience. Additionally, bidders must have completed at least five similar projects in the past ten years for DSM, jet grouting, and VSC operations.
