Internal Pipeline Inspection

Background
The Talent Irrigation District (TID) is seeking proposals for professional inspection services for the Billings Siphon Pipeline. This pipeline, constructed in 1960 as part of the Reclamation Rogue River project, is critical for irrigation water delivery and has a history of leaks. TID operates under a long-standing relationship with the United States Bureau of Reclamation, managing facilities under contract. The goal of this contract is to assess the integrity and condition of the pipeline to inform future upgrades.

Work Details
The selected contractor will provide inspection and evaluation services to assess the condition and integrity of the 30-inch diameter, 6,729 feet long bar-wrapped steel-cylinder concrete pipe. The work includes:
- Proposing appropriate inspection methods based on experience.
- Conducting inspections during the irrigation off-season (November 2024 - March 2025).
- Providing deliverable reports reflecting pipeline conditions and recommendations for potential upgrades.
- TID will facilitate access to the pipeline entrance, exit, and midway manhole, along with logistical support such as water for flushing and advancing sensors.

Period of Performance
The inspection services are expected to take place from November 2024 through March 2025, with a visual inspection planned for October 2024.

Place of Performance
The work will be performed at various locations along the Billings Siphon Pipeline in Jackson County near Ashland, Oregon.
