Description

We invite your organization to submit a proposal for the development of an Inside Electrical Apprenticeship program that provides a pathway for licensed Limited Renewable Energy Technicians (LRT) to earn an Inside Electrical license which recognizes the LRT journey-worker's prior experience and incorporates credit for prior learning.
Background
Clackamas Community College (CCC) is an accredited public two-year institution established in 1966, offering various educational programs including professional technical training and apprenticeship programs. The college has been a provider of apprenticeship education for over 25 years, currently supporting over 1,500 students in eight building trades occupations.

This proposal invites organizations to develop an Inside Electrical Apprenticeship program that allows Limited Renewable Energy Technicians (LRT) to transition to licensed electricians, recognizing their prior experience and incorporating credit for prior learning.

Work Details
The selected proposer will lead the application process for the Bureau of Labor and Industry (BOLI) to establish a Registered Apprenticeship Program (RAP) in Oregon. Key tasks include:
- Defining roles and responsibilities of partners
- Convening industry partners
- Organizing meetings
- Coordinating curriculum development
- Serving as the point of contact with BOLI
- Researching and preparing for registering an apprenticeship occupation
- Designing the RAP
- Adhering to BOLI expectations for program approval
- Forming a Joint Apprenticeship Training Committee (JATC)
- Recruiting employers as training agents.

The deliverable is a Registered Apprenticeship Program aligned with BOLI-ATD requirements that enables LRTs to achieve an Inside Electrician license.

Period of Performance
The project is expected to be completed within two years, with a budget of $100,000 allocated for this period. The apprenticeship training is anticipated to begin in Year 3 (October 2025), targeting approximately 20 individuals per year.

Place of Performance
The contract will be performed in Oregon, specifically through Clackamas Community College and its associated partners.

Bidder Requirements
Proposers must have at least three years of experience in registered apprenticeship research, design, development, documentation, and administration. They should demonstrate experience communicating with Oregon BOLI and attending or presenting at the Oregon State Apprenticeship and Training Council (OSATC). Additionally, proposers must have experience convening educational and industry partners, writing Standards of Apprenticeship, and developing curriculum.
