Background
The State of Oregon, through its Oregon Department of Human Services (ODHS), is initiating the Individual Residential Care Program to support children and young adults with complex needs. This program aims to provide skilled and individualized care in a Child Caring Agency (CCA) setting for clients aged 5 to 21 who are in the custody of the Agency. The goal is to assist these individuals until a more permanent care plan can be established.
This initiative is designed to address the extraordinary needs of children and young adults who cannot efficiently access necessary levels of care, including psychiatric treatment and support for those with intellectual and developmental disabilities.
Work Details
The contractor will provide Individual Residential Care services that include:
- Serving one child at a time in a licensed residential facility.
- Conducting intake and placement within 24 hours of referral, followed by developing an Individualized Service Plan within 48 hours.
- Accepting referrals from the Agency or Federally Recognized Tribal Nations without rejection, adhering to a 'no reject' policy.
- Providing individualized services that consider cultural identities, sexual orientation, and gender identity.
- Staffing requirements include maintaining a ratio of up to 3 staff members per child or young adult, ensuring all staff meet qualifications as defined by Oregon Health Authority regulations.
- Developing comprehensive assessments within 30 days of placement that document needs, strengths, goals, and discharge planning.
- Ensuring coordination with other service providers for medical and mental health needs.
- Implementing trauma-informed care practices and maintaining safety for all clients.
Period of Performance
The initial contract term is anticipated to be two years, with options for renewal up to a cumulative maximum term of five years.
