HR and Payroll Services

Background
The Virtual Preparatory Academy of Oregon (VPA of Oregon) is issuing a Request for Proposals (RFP 2025-1) for comprehensive Human Resources and Payroll Services.

VPA of Oregon is a virtual public charter school serving grades K-10, operating under a Charter Agreement with the Prairie City School District. The school employs 15 staff members with an annual payroll of approximately $650,000, which is expected to grow. The goal of this contract is to provide effective HR and payroll services that align with VPA's mission and values, ensuring ethical conduct and fiscal responsibility.

Work Details
The selected contractor will provide the following services:
1. **HR Platform Management**: Access and management of an electronic HR platform including onboarding/offboarding, employee benefits, PTO management, payroll access, and talent acquisition tracking.
2. **HR Support Services**: Assistance for staff regarding personnel and payroll issues via a call center or online portal; support for administration in employee performance management and claims.
3. **Payroll Services**: Biweekly payroll processing, audit/reconciliation, time/attendance tracking, tax recordkeeping (including W-2 issuance), and Oregon PERS withholding as applicable.
4. **Employee Benefits Administration**: Consulting on selecting benefits providers (health insurance, workers compensation, EPLI) and coordination of benefits for employees.
5. **Transition Support**: Ensure continuity in HR services during the transition period including data migration.

Period of Performance
The contract is expected to begin on or around July 1, 2025, and will last for three years until June 30, 2028.

Place of Performance
Services will be performed virtually as VPA of Oregon operates as a virtual charter school.
