Background
The State of Oregon, through the Department of Administrative Services (DAS) and State Procurement Services, is issuing a Request for Proposals (RFP) on behalf of the Oregon Department of Energy. This RFP aims to secure professional services to implement two federal grant programs under the Inflation Reduction Act (IRA), specifically Sections 50121 and 50122. These programs are known as Home Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebates (HEAR).

Work Details
The successful Proposer will provide comprehensive administrative services for the implementation of the HOMES and HEAR programs in areas served by consumer-owned utilities (COUs) and Idaho Power Company (IPC). Responsibilities include:
- Program monitoring, tracking, reporting, auditing, evaluation activities, rebate processing, outreach, marketing, and consulting.
- Utilizing an online rebate management system for efficient processing of rebates.
- Collaborating with Energy Trust of Oregon for program implementation in investor-owned utility service areas.
- Adhering to programmatic requirements as outlined in the Program Requirements and Application Instructions and Administrative and Legal Requirements Document.
- Developing an Implementation Blueprint that includes a Consumer Protection Plan, Community Benefits Plan, Education and Outreach Strategy, Privacy and Security Risk Assessment, Utility Data Access Plan, among others.

Period of Performance
The initial term of the contract is anticipated to be seven years with options to renew up to a maximum of ten years. The contract will start upon award and continue until funds are fully utilized or September 30, 2031.

Place of Performance
The contract will be performed in specific areas throughout the State of Oregon served by municipal electric utilities, consumer-owned utilities, electric cooperatives, peoples’ utility districts, and Idaho Power Company.
