Background
CIS is a public entity risk pool that provides insurance and risk management services to Oregon cities and counties and other public entities created by these cities and counties. It was formed in 1981 by the League of Oregon Cities (LOC) and the Association of Oregon Counties (AOC). The majority of cities and counties in Oregon participate in one or more CIS programs, including property, liability, workers’ compensation, and employee benefits. CIS itself is governed by a Board of Trustees composed of officials from member cities and counties. A component of CIS is its employee benefits program, called CIS Benefits, which enrolls approximately 13,000 active employees and retirees, covering around 19,000 dependents in various medical, dental, vision, life, voluntary life and disability coverage. Work Details
The scope of work includes administering CIS’ Medical self-insured health plans and providing network access.
Specific duties will include demonstrating commitment to CIS through superior partnership and delivery of best-in-market member services; driving meaningful savings through proven cost mitigation strategies; supporting compliance with healthcare regulations and industry standards; delivering regular reporting and analytics on healthcare utilization, cost trends, and member satisfaction; coordinating with CIS point solutions to support the organization’s overall goals; administering CIS self-insured medical plans through best-in-market claims processing capabilities; offering a robust network of healthcare providers, hospitals, primary care and specialists to ensure access to quality care across the state of Oregon; agreeing to administer CIS current plan designs with no deviations.
Period of Performance
The contract is anticipated to be awarded on January 1, 2025, with an effective date of January 1, 2026.
