Background
The Oregon Department of Environmental Quality (DEQ) is issuing this Invitation to Bid (ITB) for the Former St. Helens Fiberboard Facility Lowland/In-Water Operable Unit Interim Removal Action Measure (IRAM). This project is part of a settlement agreement involving DEQ and several companies, including Kaiser Gypsum Company, Inc., Armstrong World Industries, Inc., and Owens Corning Sales, LLC.
The primary goal of the contract is to expedite the removal of contaminated soil, sediment, and wood waste from the site while restoring ecological function and preventing future disturbances or recontamination.
Work Details
The work includes:
- Construction of temporary haul roads within IRAM Subareas 1 and 2.
- Construction of temporary upland facilities such as roads, a Sediment Processing Area (SPA), a water treatment facility, and an import material stockpile area.
- Removal and disposal of existing vegetation from Subareas 1, 2, 3, and portions of Subarea 4.
- Removal of impacted soil, sediment, and wood waste from Subarea 1, including some non-impacted underlying sediment as necessary.
- Removal of debris from Subareas 1, 2, 3, and 4.
- Management of water generated from excavation work and precipitation within work areas.
- Loading, transportation, and off-site disposal of impacted materials.
Work must be completed during two consecutive construction seasons (CS1 and CS2), with specific in-water work periods defined between July 1 to October 31. If awarded the Alternate Bid Item for Restoration Planting, final restoration plantings are expected in a third season (CS3). Proof of an active asbestos abatement license under Oregon Revised Statute (ORS) 468A.720 is required before the Notice to Proceed.
Period of Performance
The project start date is February 1, 2026. Construction Season 1 must be completed by October 31, 2026; Construction Season 2 by October 31, 2027; and if applicable, Construction Season 3 by October 31, 2028.
Final completion is due three months after the last interim completion date.

The work will take place at the Former St. Helens Fiberboard Facility located at 1645 Railroad Avenue, St. Helens, Oregon.
