Fiber Optic Engineering Services

Background
Northern Wasco County People's Utility District (the District) is seeking qualified engineering firms to provide Fiber Optic Engineering Services. The District's mission includes maintaining and deploying fiber and broadband services in Wasco County, supporting the QLife Intergovernmental Agency. This RFP aims to solicit firms with experience in designing aerial and underground fiber optic systems for construction projects.

Work Details
The selected firm will provide a range of engineering services, including but not limited to:
1. Fielding-ready design, which includes preliminary design packages with proposed routing, splice points, and identification of areas requiring review.
2. Field reviews to verify design accuracy and validate feasibility.
3. Detailed pole surveys collecting data on pole height, class, existing attachments, and clearances.
4. Make-ready analysis assessing modifications needed on utility poles for new fiber attachments.
5. Pole loading analysis determining if existing poles can support new attachments based on various conditions.
6. Preparation of pole applications for permission to attach new fiber cables.
7. Aerial and underground construction prints detailing installation plans for fiber optic systems.
8. Management of pole attachment requests through the NJUNS system.
9. Post-construction inspections to ensure compliance with standards.
10. Preparation of permit applications for city, DOT, and railroad crossings.

Period of Performance
The contract is expected to commence upon execution on March 5, 2026, following a recommendation of award reviewed by the Board on March 3, 2026.

Place of Performance
The work will be performed primarily in Wasco County, Oregon.

Bidder Requirements
Firms must demonstrate experience adhering to BEAD and BABA requirements in previous projects. They must also provide proof of relevant licenses and certifications as required by the District's procurement policies.
