Fairgrounds Roof Rehabilitation Invitation to Bid

Background
Clatsop County Fair & Expo is seeking bids for the rehabilitation of the Exhibit Hall roof at the Clatsop County Fairgrounds, located at 92937 Walluski Loop, Astoria, OR. The goal of this contract is to ensure the structural integrity and functionality of the existing roof assemblies, which are critical to the operations of the Fairgrounds. This project is partially funded by the Oregon State Lottery and administered by the Oregon Business Development Department.

Work Details
The work includes:
1. Installation of flute fill, coverboard, and membrane liner on the existing metal roof of a 15,000-square-foot exhibit hall (Phase 1).
2. Bid alternates for limited patching of the Indoor Arena roof (Phase 2) to address existing leaks until further funding can be secured.
3. Wall repairs as part of Phase 3, which will be included as a bid alternate.

The contractor must provide all labor, materials, equipment, and incidental work necessary to complete the project according to provided plans and specifications.

Period of Performance
The project is expected to be completed by October 17, 2025.

The work will be performed at Clatsop County Fairgrounds, located at 92937 Walluski Loop, Astoria, OR.

Bidder Requirements
Bidders must provide evidence of competency and qualifications including: a valid license from appropriate government agencies; experience record in similar work; and a list of at least three similar projects completed. A bid bond equal to ten percent of the total bid is required. Bidders must also comply with prevailing wage rates as per ORS 279C.800 to 279C.870.
