Expedited Assessment Services for Youth (EASY)

Background
The State of Oregon, through the Oregon Health Authority (OHA), Behavioral Health Division, Child and Family Behavioral Health Unit, is issuing this Request for Proposal (RFP) for Expedited Assessment Services for Youth (EASY).

The program aims to provide timely psychological assessments to youth at risk of placement disruption or other crises, ensuring they receive necessary services and supports. This initiative addresses the urgent need for expedited evaluations due to long wait times for comprehensive psychological testing in Oregon.

Work Details
The contractor will provide the following services under the EASY program:
1. Conduct expedited evaluations within 7 to 10 days for 3 to 6 youth per month, totaling up to 72 assessments annually.
2. Offer treatment recommendations supported by a thorough review of records and findings summary.
3. Tailor evaluation procedures to meet the specific clinical and developmental needs of each referred child or youth.
4. Produce comprehensive written reports summarizing findings and recommendations within 10 working days of evaluation completion.
5. Conduct debriefing sessions within 2 weeks of report completion, providing timely consultations with relevant parties.
6. Ensure at least a 90% completion rate of full psychological evaluations for all participants.
7. Provide feedback and technical assistance to the Oregon Department of Developmental Disabilities Services (ODDS) intake screening department.
8. Travel up to one hour from the office site for evaluations, with occasional longer travel for exceptional cases in rural areas.
9. Facilitate referrals or consultations with other disciplines as needed for comprehensive diagnosis.
10. Provide community training on identifying signs of emerging mental health conditions and developmental disabilities.

Period of Performance
The initial term of the contract is anticipated to be through June 30th, 2025, with options to renew up to a cumulative maximum of 5 years based on provider performance.

Place of Performance
The services will be performed throughout Oregon, including mobile assessments in community settings as needed.
