Description

Background
The Eugene Water & Electric Board (EWEB) is seeking proposals from engineering consulting firms to provide engineering and design services for the review and design of its expanded electric vehicle (EV) charging infrastructure. This initiative aims to support the long-term electrification of EWEB's light-duty fleet, aligning with their operational needs and renewable energy goals.

Work Details
The selected contractor will provide planning, engineering, and design services that include:

- Developing project plans and design documents for expanded EV charging capacity at EWEB’s Roosevelt Operations Center.
- Providing supporting documents and reports in compliance with EWEB’s specifications and the Oregon Department of Energy’s Community Renewable Energy Grant Program (C-REP).
- Reviewing opportunities for expansion or reconfiguration of the existing 75kW PV system.

Specific tasks include:
1. Project Initiation and Administration: Establishing project teams, confirming scope, schedule, and compliance.
2. Stakeholder Consultation: Engaging community members, businesses, utilities, and other stakeholders.
3. Site Suitability Assessment: Evaluating proposed project sites for physical conditions and utility access.
4. Project Design: Developing detailed project concepts including equipment types, system configuration, and integration with existing infrastructure.
5. Renewable Energy System Analysis: Providing technical specifications and estimating energy generation capacities.

Period of Performance
The contract will commence upon award and is expected to last approximately nine months.

Place of Performance
Work will be performed at the Consultant’s business location as well as at EWEB’s Roosevelt Operations Center located at 4200 Roosevelt Blvd., Eugene, Oregon. The Consultant must provide its own workspace.

Bidder Requirements
Proposers must have been in business providing similar engineering/design services for at least five years. They must also provide client references for three contracts within this timeframe. Work products must be overseen by licensed engineers in Oregon. Proposers should not have had a contract terminated for default in the last five years.
