Description

EWEB requests proposals from companies interested in providing pre and post inspections and make ready requirements for attachments of joint use involving the Utility ??s poles, as well as completing pole loading analyses.
Background
The Eugene Water and Electric Board (EWEB) is seeking proposals from qualified firms to provide pre and post inspections, make-ready requirements for joint use attachments on utility poles, and conduct pole loading analyses.

EWEB's mission is to deliver reliable utility services while ensuring safety and compliance with relevant standards. The goal of this contract is to facilitate efficient communication between EWEB and attaching parties while maintaining the integrity of the utility's infrastructure.

Work Details
The contractor will perform the following services:
1. Pre-Inspections: Collect existing attachment heights, verify pole data, record conditions at proposed attachments, determine make-ready requirements, assess guying needs, and input data into the Joint Use Project Spreadsheet.
2. Pole Loading Analysis: Analyze pole loading using specified software (O-Calc, SpidaCalc, or PLS-CADD), conforming to NESC standards for both transmission and distribution poles.
3. Make-Ready Requirements: Prepare construction prints for review by EWEB staff, including guying requirements and bill of materials.
4. Pre-construction Meetings: Coordinate with installation contractors and EWEB staff to review construction standards and timelines.
5. Post Inspections: Verify new attachment heights, clearances, and guying installations while reporting any unsatisfactory conditions.

Period of Performance
The contract will commence upon award and is expected to last approximately five years.

Place of Performance
Work will primarily take place within EWEB’s service territory in Lane and Linn Counties, Oregon, along city streets, county roads, state roads, or on public/private rights-of-way occupied by EWEB facilities.

Bidder Requirements
Proposers must have been in business providing similar inspection and analysis services for at least five years without any contract terminations for default in the last ten years. They must provide references from three relevant projects completed within the last five years that demonstrate quality performance.
