EWEB RFP 25-017-S Utility Line Clearance

Background
The Eugene Water & Electric Board (EWEB) is the largest publicly owned municipal utility in Oregon. This Request for Proposals (RFP No. 25-017-S) aims to secure contractors for ongoing Utility Line Clearance services, which include tree pruning and removal, stump grinding, and row mowing along EWEB's transmission and distribution power lines.

The goal is to enhance public safety, ensure electric reliability, and promote tree health in the Eugene/Springfield area and surrounding regions.

Work Details
Contractors will be responsible for providing all necessary travel, labor, materials, equipment, and associated costs to perform the following services:

1. Tree Pruning and Removal: Perform safe and efficient tree trimming daily, adhering to ANSI A300 standards and the International Society of Arboriculture's best practices. All tree work must comply with EWEB's Right of Way Vegetation Management Program specifications.

2. Stump Grinding: Mechanically grind stumps down to 18 inches below grade and remove any exposed roots as specified.

3. Row Mowing: Utilize various mowers depending on vegetation type and terrain.

4. Equipment Requirements: Contractors must provide specific equipment including bucket trucks, stump grinders, ATVs, mowers with Fecon mower heads, and other necessary tools for effective service delivery.

5. Personnel Requirements: All personnel must be qualified with appropriate safety gear and training in compliance with OSHA regulations.

Period of Performance
The contract will last for one year from the date of award, with options to renew for four additional one-year periods.

Place of Performance
The work will be performed within the Eugene/Springfield area extending out to Walterville and up the McKenzie River (Hwy 126) to the Carmen-Smith Hydro Project.
