Background
The Eugene Water & Electric Board (EWEB) is seeking a qualified consultant with demonstrated expertise in North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards. The goal of this contract is to provide technical consultation, analysis, and roadmap development to support EWEB's compliance readiness as they transition from a Low Impact entity to potentially Medium or High Impact under the CIP-002-8 standard. This change follows EWEB's notification in July 2025 that their previous exemption is no longer applicable.
Work Details
The contractor will provide the following services:
1. Phase I – Standards Interpretation & Impact Rating Validation:
- Review EWEB’s BES asset inventory and preliminary Impact Rating analysis under current and revised configurations.
- Validate interpretation of CIP-002-8 criteria and confirm required Impact Rating analysis.
- Deliver an Impact Rating Validation Report documenting assumptions and rationale.
2. Phase II – Gap Assessment and Roadmap Development:
- Conduct a structured review of EWEB’s practices against Medium/High Impact requirements.
- Identify gaps and strengths, delivering a Gap Assessment Report with recommendations.
- Collaborate with stakeholders to prepare a Compliance Roadmap including sequenced actions, staffing requirements, technology recommendations, and estimated timelines for implementation.
3. Ongoing Consultation: Provide advisory support through December 31, 2026, participate in up to 12 stakeholder meetings, and review draft policies or procedures as requested.
Deliverables include:
- Impact Rating Validation Report by January 30, 2026
- Gap Assessment Report by February 28, 2026
- Draft Roadmap by February 28, 2026
- Final Roadmap by April 30, 2026
- Advisory Notes/Meeting Participation ongoing through December 31, 2026.
Period of Performance
The contract will commence approximately between December 1-9, 2025, and will last until December 31, 2026.
Place of Performance
The contractor must provide its own workspace as EWEB will not provide any workspace for the Contractor.
Bidder Requirements
Proposers must have been in business providing similar services continuously for at least five years and provide references for at least two projects completed in the past five years related to NERC CIP standards. Additionally, proposers must disclose any contracts terminated for default within the last five years.
