EWEB ITB 24-102-Q Bertelsen Property Development - Design and Construction Support

Background
Eugene Water & Electric Board (EWEB) negotiated the purchase of 15.8 acres of property adjacent to the Roosevelt Operations Center at the corner of Roosevelt Blvd. and Bertelsen Rd. in Eugene, Oregon. The property is intended for the expansion of the Roosevelt Operations Center and Bertelsen Annex Project, including additional yard storage capacity, a secondary access road, a 3rd party lease location, and additional storage structures/buildings. The project has been initiated with Phase 1 activities currently underway.

Work Details
The selected firm will be responsible for providing design and construction support services for Phase 2 and 3 of the Bertelsen Property Development. This includes detailed design and construction support for Phase 2, such as grading plans, access and egress plans, laydown yards, site lighting/electrical, and security fencing.
The design work will be incremental with opportunities for owner review at various completion stages. Additionally, the firm will provide construction support activities for Phase 2, including supporting requests for information, alternative and substitution requests, and protests of specifications.
Similar services will be provided for Phase 3 of the project.

Period of Performance
The contract is anticipated to start from the date of award (approximately July 9, 2024) and last until approximately October 15, 2026. EWEB retains the right to extend the contract to allow for additional construction support in future years for work identified in future phases.

Place of Performance
The work is to be performed at the Consultant’s business location and Bertelsen Development Site in Eugene, Oregon. EWEB will not provide workspace for the Consultant.
