Background
The Eugene Water & Electric Board (EWEB) is a municipal utility that provides water and electric services primarily within the City of Eugene, Oregon. Work Details
The contractor will provide CM/GC services for several major elements of work including:

A. Construction of downstream fish passage improvements at Trail Bridge Dam, involving demolition, radial gate procurement and installation, hoist system installation, electrical work, instrumentation and controls, communication facility construction, fencing, security systems, and temporary works.

B. Construction of spillway modifications and embankment improvements at Trail Bridge Dam including structural modifications, drilling, rehabilitation of dam crest and road, procurement of retractable ladder systems.

C. Construction of upstream fish passage facilities including demolition, excavation, structural concrete work, drainage systems, landscaping rehabilitations.

D. Construction of spillway improvements at Smith Dam including excavation, radial gate control structures installation, utility support buildings construction.

E. Construction of a flow release system at Smith Dam to provide continuous in-stream flows to the Smith Bypass Reach involving excavation and installation of pipelines and hydraulic control structures.

Period of Performance
The contract will commence upon award on approximately July 9, 2026, and is expected to last for approximately ten years.

Place of Performance
Work will be performed at the Carmen-Smith Hydroelectric Project located at 59727 Highway 126, McKenzie Bridge, Oregon 97413. Additional meetings may occur at EWEB headquarters in Eugene or Jacobs' offices in Corvallis.

Bidder Requirements
Proposers must have been in business providing heavy civil construction services for at least 10 continuous years with a total contract value exceeding $30 million. They must have completed at least three heavy civil projects valued over $10 million each within the last ten years. Proposers should not have had any contracts terminated for default or breach in the last five years.
