Eugene Water & Electric Board (EWEB) ITB 26-008-S Vegetation Management Services

Background
The Eugene Water & Electric Board (EWEB) is seeking bids for Vegetation Management Services for properties owned or controlled by EWEB within the State of Oregon, particularly in the McKenzie Corridor. This contract aims to ensure compliance with federal, state, and local regulations regarding vegetation maintenance and enhancement on hydroelectric project sites.

Work Details
The contractor will perform vegetation maintenance and enhancement services using power equipment such as weed-eaters, chainsaws, brush hogs, and hand tools. The contractor is required to provide 3-4 person crews for either five 8-hour shifts or four 10-hour shifts per week. Heavy equipment may be required for certain restoration projects, with EWEB covering rental costs.

The contractor must manage the disposal of noxious invasive non-native weed debris and provide GIS mapping on select species or conditions along the project. Additionally, the contractor is responsible for supervising the work and providing all necessary tools, materials, and transportation.

Period of Performance
The contract will commence on April 6, 2026, and will last until April 5, 2031.

Place of Performance
The work will be performed at the contractor's business location and any assigned EWEB owned or controlled property within the State of Oregon.

Bidder Requirements
Bidders must demonstrate a minimum of five years of experience in vegetation management and possess special equipment including minimum 2.3bhp weed eaters (one per crew member plus backup), a Billy-Goat or Brush-Hog type mower, and a UTV capable of hauling gear to remote areas. Bidders are also encouraged to be certified as Minority, Women, Emerging Small Businesses (MWESB).
