Background
Portland Public Schools (PPS), founded in 1851, is a PK-12 urban school district in Portland, Oregon, serving over 44,000 students across 82 schools. The District aims to modernize its Enterprise Resource Planning (ERP) system to enhance operational efficiency and support its mission of providing inclusive and high-quality academic experiences. This RFP seeks proposals from qualified software vendors for a cloud-based SaaS ERP solution that integrates functionalities in Human Capital Management, Financial Administration, and Procurement.

Work Details
The selected vendor will provide a comprehensive cloud-based ERP solution that includes:

1. Human Capital Management: Manage personnel data, automate HR processes such as recruiting, onboarding, performance management, and employee self-service functionalities.

2. Financial Administration: Streamline financial operations including General Ledger Accounting, Accounts Receivable/Payable, Grants Management, Payroll Administration, and provide accurate financial reporting tools.

3. Procurement: Enhance procurement processes through automated workflows and vendor management capabilities. The solution must replace the existing Oracle PeopleSoft application currently used by PPS and integrate with existing systems while ensuring compliance with state and federal regulations.

Period of Performance
The contract period will commence upon award and is expected to span multiple years to accommodate the phased implementation of the ERP system.

Place of Performance
The services will be performed primarily at Portland Public Schools facilities in Multnomah County, Oregon.

Bidder Requirements
Bidders must demonstrate experience in implementing cloud/SaaS ERP solutions for K-12 school districts of similar size and complexity within the last five years. They must also provide a hybrid implementation team including a Technical Program Manager and Change Manager with relevant certifications. Additionally, bidders are encouraged to partner with certified minority-owned businesses (MBE), women-owned businesses (WBE), or service-disabled veteran-owned businesses (SDVOSB).
