Background
The Oregon Department of Motor Vehicles (DMV), part of the Oregon Department of Transportation (ODOT), is seeking information on electronic lien and title systems to facilitate the electronic exchange of vehicle title information between DMV and financial institutions.

Work Details
The ELT service providers will act as a hub for lien information, performing the following tasks:
- Solicit vehicle dealer businesses and financial institutions to sign up for services.
- Securely receive, store, and transmit DMV’s electronic title records according to ODOT’s requirements.
- Relay title record data to lienholders.
- Process electronic lienholder releases and communicate release information back to DMV through secure data exchanges.
- Provide secure access for client lienholders to log in, view, and manage their liens through the ELT service.
- Support secure processes for electronically transferring Oregon titles recorded in the ELT system and changing lienholders on such titles.
Period of Performance
The implementation of the new ELT system is expected to occur before the operative date of January 1, 2027.
