District-wide Access Control System (SALTO)

Background
The Three Rivers School District is seeking proposals for a District-wide Access Control System to enhance security across its facilities. The goal of this contract is to implement a comprehensive access control solution that integrates with existing infrastructure and meets the operational requirements of the district. The project aims to ensure safety and security for students and staff by controlling access to various school buildings.

Work Details
The contractor will provide a turn-key solution for the installation of the SALTO access control system across all district buildings, including:
- Installation of SALTO CU door controllers, SALTO WRDM0AV keypad/readers, Axis 8207-VE Mk II Door Stations, and HES electric strikes at main entrances.
- Online access control for all gym doors with appropriate SALTO nodes/gateways.
- Use of hardwired controllers for head ends in building MDF/IDF locations, with single door controllers mounted securely if cost-effective.
- Installation of SALTO Neoxx G3 padlocks and integration of ADA operators with the SALTO solution.
- Provision of door contacts for alarms on all access-controlled doors and REX options for each door.
- Initial programming/configuration of the system to district standards, including setup of administrative users and operational schedules by building.
- Commissioning the system with final sign-off by the district and providing four hours of training on the SALTO ecosystem to designated district employees.

Period of Performance
The contract will last for five years with five one-year options following the initial period. The anticipated completion date for project implementation is September 15, 2025.

Place of Performance
The services will be performed at various locations within the Three Rivers School District in Grants Pass, Oregon, including multiple elementary schools, middle schools, high schools, and administrative offices.

Bidder Requirements
Bidders must maintain insurance coverage as follows: General Liability ($5 million), Automobile Liability ($1 million), Professional Liability ($1 million), and Workers’ Compensation ($1 million). Bidders are also required to provide proof of compliance with Oregon statutes and district public contract rules. Additionally, contractors must undergo fingerprinting and criminal background checks as mandated by state law.
