Developmental Disabilities Housing Policy Support

Background
The State of Oregon, acting by and through the Oregon Department of Human Services, Developmental Disabilities, Oregon Council on Developmental Disabilities, is issuing this Intermediate procurement for housing policy support. The total allocated funding for this project is $80,000. The initial term of the Contract is anticipated to be through September 30, 2024. Agency reserves the right to extend for up to a total contract period of two years if funding becomes available.

Work Details
The Proposer will be designated as a Contractor and will perform the services and complete the Work described in the Scope of Work/Specifications. The Proposer will develop strategic communications and engagement plan to communicate with Oregon Health Authority and ODDS about the Medicaid 115 Health Related Social Needs services and its impact on the I/DD community.
The Proposer will also develop policy recommendations on structuring a statewide long-term rental assistance program for people with intellectual or developmental disabilities in collaboration with ODDS, Oregon Housing and Community Services, housing partners and the I/DD community.
Additionally, the Proposer will develop a sustainable pilot model for housing navigation, to reach as many people using I/DD services as possible including transition coordination and crisis support.
