Description

This study will develop and evaluate alternative alignments for a segment of the planned Deschutes River Trail in Bend, Oregon. It will also carry out preliminary engineering feasibility analyses for two 1 2??preferred alternatives 1 2?? including schematic design, order of magnitude cost estimates, a summary of the regulatory framework and permitting requirements, right of way acquisition needs and environmental impacts/mitigation requirements.
Background
The Bend Park and Recreation District, an Oregon special district separate from the City of Bend, is seeking proposals for professional planning and engineering design services for the Deschutes River Trail South – Refinement Study.
This project aims to develop and evaluate alternative alignments for a segment of the planned Deschutes River Trail in Bend, Oregon. The study will provide detailed information to inform future community conversations and project design engineering, enhancing access to the Deschutes National Forest and completing one of the last remaining gaps on the trail.

Work Details
The scope of services includes:
1. Review existing conditions and prepare a memorandum detailing property boundaries, rights of way, zoning districts, environmental constraints, etc.
2. Develop alternative trail alignments and analyze potential environmental impacts, permitting requirements, right of way needs, schematic designs, and cost estimates for two preferred alternatives.
3. Conduct stakeholder touchpoints (4 total) and public touchpoints (3 total) to solicit input during various phases of the project.
4. Prepare memorandums summarizing findings from stakeholder and public engagements.
5. Present findings to the Bend Park & Recreation District Board of Directors (3 presentations).

Period of Performance
The project is anticipated to start on or around October 1, 2025, and be completed by April 1, 2027.

Place of Performance
The contract will be performed in Bend, Oregon.

Bidder Requirements
Proposers must have at least one principal or key staff member with a current certificate or license in good standing from the Oregon State Board of Examiners for Engineering and Land Surveying.
Consultant teams must demonstrate experience in leading public participation processes, multi-use trail design, bridge design & engineering, and familiarity with NEPA/environmental review processes.
