Department of Corrections Facility Condition Assessment

Background
The Oregon Department of Corrections conducted a facility condition assessment in 2015-2016 for each of its building with existing site improvements through Faithful + Gould. Owner is seeking a consultant to review the previous information and provide updated facilities conditions assessment data for future Capital Project Advisory Board submissions. The current estimated cumulative total not-to-exceed amount for this Project is between $1,200,000 and $1,600,000, although the actual total not-to-exceed amount may be greater than that amount. Agency anticipates awarding a Contract from this RFP, the Contract beginning approximately in August 2024, with an initial expiration date of June 30, 2025. DOC may, in its sole discretion, extend the term of the Contract to cover subsequent updates. The Consultant awarded a Contract through this RFP cannot be awarded any resulting construction contract(s).

Work Details
The State of Oregon, by and through the Oregon Department of Corrections (“DOC”), is seeking proposals from qualified consultants to provide comprehensive Facilities Condition Assessment (“FCA”) Services.

In general, the required services will include:
- Familiarization and integration of pre-existing FCA data;
- Identifying and documenting current facility condition and deficiencies;
- Recommending corrections and prioritization for all deficiencies;
- Providing cost estimates for recommended corrections;
- Providing estimated Current Replacement Values;
- Providing Facility Condition Index;
- Forecasting future facility renewal costs, minimum of 10-years.

Period of Performance
The Contract beginning approximately in August 2024, with an initial expiration date of June 30, 2025. DOC may, in its sole discretion, extend the term of the Contract to cover subsequent updates.

Place of Performance
The geographic location(s) where the services will be performed are across the state of Oregon including various correctional facilities and administrative support buildings.
