Darcelle XV Plaza

Background
The Darcelle XV Plaza project is initiated by the Portland Parks & Recreation department with the goal of constructing an urban park plaza on a half block in central Portland, Oregon. The project aims to enhance public space through various landscaping and structural improvements, aligning with the city's mission to provide accessible and enjoyable parks for its residents.

Work Details
The scope of work includes:
1. Hardscape installation consisting of concrete flatwork and pavers;
2. Construction of retaining walls;
3. Landscaping services including planting and irrigation systems;
4. Installation of historic cast iron ornamentation;
5. Erection of an overhead tensile structure.

The total estimated cost for this project is $4,000,000.

Period of Performance
The contract work is expected to commence in April 2025 and will continue until completion as specified in the contract documents.

Place of Performance
The construction will take place at the intersection of SW Washington St and SW Park Ave in Portland, Oregon.

Bidder Requirements
Bidders must have a current active license from the Oregon Construction Contractors Board (CCB) and be prequalified in Class 30 - Park Improvements with a capacity of $4,000,000. Additionally, bidders are required to comply with Equal Employment Opportunity (EEO) standards and submit a Non-Collusion Affidavit.

The project requires adherence to prevailing wage rates as set by the State of Oregon Bureau of Labor and Industries.
