Coquille Indian Tribe, Kilkich Area Master Plan (TGM 3B-23)

Background
The Oregon Department of Transportation (ODOT) is issuing a Mini-RFP for the Kilkich Area Master Plan. This project aims to build upon transportation and land use recommendations from the Coquille Indian Tribe's 2018 Empire Comprehensive Plan. It seeks to develop a comprehensive plan for the Kilkich property that includes various housing types and transportation options, aligning with the Ko-Kwel Nation 2039 vision. Additionally, the project will update the 2019 Comprehensive Land Use Plan of the Coquille Indian Tribe (CIT).

Work Details
The selected consultant will provide A&E and related services in connection with the Kilkich Area Master Plan, including:

1. Project Management
2. Inform and Engage stakeholders
3. Planning and Policy Context analysis
4. Transportation and Housing Analysis
5. Develop and Evaluate Alternatives
6. Public Outreach strategies
7. Policy and Plan Development and Implementation.

Specific tasks include conducting meetings with Tribal Steering Committees, preparing technical memoranda on plans and policies, analyzing existing transportation conditions, engaging with Tribal members for input, creating a Key Partner Engagement and Communications Plan, and developing a project webpage.

Period of Performance
The Work Order Contract (WOC) is anticipated to start in October 2024 and is expected to be completed within 12 months following the issuance of Notice to Proceed (NTP).

Place of Performance
The contract will be performed primarily on the Kilkich property located on the west side of the Coos Bay Peninsula in Oregon.
