Contact Survey

Background
The City of Portland, Oregon, is issuing a Request for Proposals (RFP No. 00002420) for a one-year pilot contact survey program aimed at collecting feedback from community members after interactions with the City’s first responders, including the Portland Police Bureau, Portland Fire & Rescue, Bureau of Emergency Communication, Portland Bureau of Emergency Management, and Portland Street Response.

This initiative is based on community recommendations to assess experiences and perceptions related to calls for service. The program aims to ensure procedural justice in first responder practices and improve service delivery through data-driven insights.

Work Details
The selected contractor will assist in developing a random sampling methodology using the City’s Computer Aided Dispatch (CAD) system (Versaterm) to identify recipients for contact survey invitations. Responsibilities include inviting recipients to complete surveys, collecting responses, aggregating data in an accessible format for analysis by the City’s Public Safety Service Area (PSSA), and ensuring that survey questions are relevant to the type of first responder involved.

Proposals must demonstrate compatibility with Versaterm CAD systems and include tools for data reporting and analysis, privacy protections aligned with Oregon Public Records laws, and protocols for anonymizing data.

Period of Performance
The contract will be performed over a one-year period, starting from the date of award.

Place of Performance
The services will be performed within the City of Portland, Oregon.

Bidder Requirements
Proposers must demonstrate experience in contact surveys, data collection, analysis, and reporting within government contexts. The contract may not exceed $100,000. Proposers are encouraged to engage with COBID-certified firms as subcontractors. All proposals must comply with the City’s Open Data Policy and include a COBID Participation Disclosure Form.
