Commercial Landscape Services RFP

Background
Sunrise Water Authority (SWA) is a municipal corporation organized under ORS 450, operating a public water utility that serves approximately 53,000 residents in Happy Valley and unincorporated Clackamas County, Oregon. The authority is seeking proposals from qualified businesses for commercial landscaping services at its Armstrong Court and Reservoir 11 site locations. This solicitation is issued as an Intermediate Procurement under Oregon Revised Statute Chapter 279B to ensure a competitive process.

Work Details
The contractor will provide annual landscape maintenance services for the next three years at two sites: Armstrong Court and Reservoir 11. Services include:

- **Armstrong Court Site:**
- Mow and trim interior turf
- Mow and trim exterior turf
- Edge turf
- Fertilize interior turf
- Fertilize perimeter turf
- Control turf weeds
- Hand weed
- Spot spray weeds
- Apply pre-emergent herbicides
- Remove leaves
- Fertilize trees and shrubs
- Trim ornamental grass and ground cover
- String trim detention area
- Manage irrigation system
- Blow walkways and curb lines.

- **Reservoir 11 Site:**
- Mow and trim interior turf
- Mow and trim exterior turf
- Edge turf
- Fertilize interior turf
- Fertilize perimeter turf
- Control turf weeds
- Hand weed
- Spot spray weeds
- Apply pre-emergent herbicides
- Remove leaves
- Fertilize shrubs and ground cover
- Prune shrubs and manage irrigation system.

A copy of the landscape plans for the sites is attached, detailing the limits of maintenance responsibility. Contractors are responsible for familiarizing themselves with the site prior to submitting proposals.

Period of Performance
The contract will be performed over a period of three years, starting from the date of contract issuance, anticipated around June 1, 2026.

Place of Performance
The services will be performed at two locations: Armstrong Court (17563 SE Armstrong Ct, Happy Valley, OR) and Reservoir 11.

Bidder Requirements
Proposals must meet the following requirements: maintain necessary business licenses to operate in Oregon, Clackamas County, and Happy Valley; comply with all applicable laws; demonstrate capability to provide all required services; show knowledge of irrigation systems; and agree to execute a contract with Sunrise if awarded.
