Coffee Creek Correctional Facility Roof Replacement Minimum/Medium

Background
The Oregon Department of Corrections (ODOC) is seeking bids for the Coffee Creek Correctional Facility (CCCF) Roof Replacement project. The CCCF facilities have roofing that is approximately 30 years old and are experiencing significant ponding and leaks. The goal of this contract is to perform a complete tear-off and re-roofing of the medium and minimum security facilities at CCCF, located at 24499 SW Grahams Ferry Rd, Wilsonville, OR 97070.

Work Details
The work covered by the contract includes:
1. Roof demolition down to existing deck;
2. Installation of a new roofing system;
3. Replacement of skylights;
4. Replacement of roof equipment curbs and sleepers as indicated;
5. Installation of new roof and overflow roof drains, piping, and insulation;
6. Installation of new sheet metal flashing and trim;
7. Installation of new walk pads;
8. Installation of a new fall protection system.

The base bid includes the entire medium facility and the entire minimum facility as outlined in project plans A100 and A101, with two primary phases:
- Phase 1 focuses on the minimum facility with substantial completion by October 15, 2025, and final completion by November 1, 2025;
- Phase 2 focuses on the medium security facility with substantial completion by October 15, 2027, and final completion by November 1, 2027.

Period of Performance
The contract will be performed over multiple years with a completion date for Phase 1 set for November 2025 and Phase 2 set for November 2027.

Place of Performance
The work will be performed at the Coffee Creek Correctional Facility located at 24499 SW Grahams Ferry Rd, Wilsonville, OR 97070.

Bidder Requirements
Bidders must secure all necessary permits in a timely manner to avoid delays in the project schedule. They are also required to comply with local ordinances as well as state and federal laws affecting the work. Bidders must provide proof of qualifications for testing agencies involved in quality assurance activities.
