Clackamas Complex Building 15 Painting

Background
The State of Oregon, through the Oregon Department of Fish and Wildlife (ODFW), is issuing this Invitation to Bid (ITB) for the painting of Building 15 at the Clackamas Complex. This building, constructed in 1911, has not been painted for several decades and exhibits significant weather damage, including exposed bare wood. The goal of this contract is to preserve the character and integrity of the building by properly preparing and painting it to match the existing color.

ODFW will conduct lead testing to determine if lead remediation is necessary.

Work Details
The contractor will be responsible for:
1. Providing at least three days' notice prior to site access.
2. Developing a lead abatement remediation plan compliant with safety laws and industry standards.
3. Providing examples of previous successful lead remediation jobs.
4. Properly scraping, caulking, cleaning, priming, and preparing the building surface prior to painting, including patching or minor siding repair.
5. Protecting surfaces and equipment not intended for painting.
6. Repairing minor damage to siding as needed; if significant damage is found, stopping work in that area and notifying ODFW for guidance.
7. Ensuring paint chips and debris are removed from the site by project completion.
8. Matching paint color to existing paint and obtaining ODFW approval on a test area before full application.
9. Painting the building to achieve a uniform appearance that is well-adhered, free of imperfections, and suitable for local weather conditions.
10. Conducting lead paint removal according to EPA RRP Program rules and OSHA standards.
11-20: Additional tasks include reviewing lead test results, preparing containment areas, using EPA-approved methods for lead removal, ensuring all personnel are trained and certified, collecting and disposing of lead-contaminated waste properly, submitting necessary permits before work begins, having a certified supervisor on-site during all phases of lead safety removal, using personal protective equipment (PPE), implementing dust control systems, and posting hazard warnings.

Period of Performance
The contract work must be completed by June 27, 2025, with final invoicing due no later than June 30, 2025.

Place of Performance
The work will be performed at Building 15 within the Clackamas Complex located in Clackamas County, Oregon.

Bidder Requirements
Bidders must comply with all applicable federal and state regulations regarding lead abatement and must submit a signed Responsibility Inquiry form with their bid.
