Description

Background
The City of Portland's Bureau of Fleet and Facilities is seeking proposals for Construction Manager/General Contractor (CM/GC) Services for the CityFleet Maintenance Facility Project, also known as Cutter Garage.
This project aims to construct a new fleet maintenance facility at an existing warehouse site located at 6840 N Cutter Circle on Swan Island, Portland, Oregon.
The facility will address various operational challenges including space constraints, workflow inefficiencies, safety issues, and geological concerns while supporting the City's commitment to transitioning to low-carbon fuel vehicles to achieve a net-zero carbon fleet goal by 2050.
The existing maintenance headquarters is undersized and cannot support the growing needs of the CityFleet, which has expanded by approximately 270% since its last major renovation in 1971.

Work Details
The CM/GC will provide services in two phases: Pre-Construction Services and Construction Services.
The major elements of the project include:
1. Site Modifications: Modifying circulation and parking layouts for fleet vehicles, including demolition and grading, installation of EV charging stations, landscaping updates, and stormwater management systems.
2. Building Envelope Alterations: Modifying existing openings for fleet access and mechanical requirements, including loading docks and security systems.
3. Interior Tenant Improvements: Renovating warehouse space into a fleet maintenance garage with heavy-duty and light-duty maintenance bays, vehicle wash bays, accessible office spaces, restrooms, energy-efficient lighting, and necessary mechanical upgrades.
4. Project Goals: Ensure timely completion within budget while maintaining public safety during construction. Compliance with equity workforce agreements is required.

Period of Performance
The project is expected to be completed by October 1, 2026.
