Description

The City of Newport is conducting a two-phase solicitation for a Stormwater Master Plan update. Following RFQ scoring, a minimum of three firms will be shortlisted to receive an RFP in Phase II. Services include system evaluation, CIP development, and rate study input. RFQ submittals are due June 10, 2025.
Background
The City of Newport, located at the mouth of the Yaquina River in Lincoln County, Oregon, operates a municipal stormwater drainage system consisting of over 32 miles of gravity storm piping, culverts, ditches, manholes, catch basins, and outfalls. The system serves developed and developing areas within the City and discharges to local waterbodies including Yaquina Bay and the Pacific Ocean.

The last Stormwater Master Plan was completed in 2016. Since then, the City has faced growth, increased regulatory requirements, and localized flooding concerns. An updated plan is necessary to evaluate system conditions and identify capital projects needed to serve the community through 2046 and beyond.

Work Details
The consultant will develop a comprehensive Stormwater Master Plan (SWMP) that includes:

1. System Inventory and Mapping: Review existing stormwater system inventory including GIS data and condition assessments. Identify data gaps.
2. Hydrologic and Hydraulic Modeling: Develop a citywide stormwater model to evaluate existing performance and future capacity needs at 5-, 20-, and 50-year planning horizons.
3. Capacity and Deficiency Analysis: Identify existing constraints under current and future conditions.
4. Capital Improvement Plan (CIP): Recommend improvements for capacity, aging infrastructure, and regulatory compliance with detailed cost estimates for the next 0-5 years.
5. SDC and Rate Study Alignment: Identify growth-related project costs to support an upcoming SDC methodology update.
6. Regulatory and Policy Review: Review applicable federal, state, and local regulations.
7. Public Engagement: Support public communication efforts including presentations to stakeholders.

Period of Performance
The contract period begins with project kickoff on August 19, 2025, with key deliverables due by March 13, 2026 (Rate Study Memo), April 17, 2026 (Draft SWMP), and May 30, 2026 (Final SWMP).

Place of Performance
The work will be performed in Newport, Oregon.

Bidder Requirements
Proposers must be licensed to perform professional engineering services in Oregon. The selected consultant may be required to obtain a City of Newport business license prior to contract execution.
