Cascades West Innovation Hub Project Management

Background
The Oregon Cascades West Council of Governments (OCWCOG) is issuing a Request for Proposals (RFP) for professional services to manage the Cascades West Innovation Hub.
This initiative aims to create a collaborative economic ecosystem for traded-sector businesses in Benton, Lane, Lincoln, and Linn counties.
The project is supported by grant funding from Business Oregon and is part of a broader strategy outlined in Oregon's 10-Year Innovation Plan to enhance regional economic development and innovation.

Work Details
The selected contractor will provide project management services and develop a system-wide operating framework for the Cascades West Innovation Hub.
Key tasks include:
1. Project Management, Administration, and Reporting: Act as the main contact for the Hub, assist with progress reports due by October 31, 2024, and January 31, 2025, and prepare a final report by July 31, 2025.
2. Governance and Operating Framework: Create a governance structure including a charter, meeting protocols, and member responsibilities; facilitate meetings; recommend metrics for data collection.
3. Inaugural Kickoff Event: Plan and facilitate an event to introduce the Hub to stakeholders.
4. Identify a Champion: Recruit a lead entity for ongoing management of the Hub.
5. Pilot Activities: Implement at least one activity supporting traded-sector businesses such as technical assistance or networking opportunities.

Period of Performance
The contract period will run through June 20, 2025, with potential extensions based on future funding opportunities.

Place of Performance
The services will be performed in Benton, Lane, Lincoln, and Linn counties in Oregon.
